* Leaders that have a clear sense of the organization’s mission and constituency.
* Leaders with a vision of the organization’s direction, familiarity with the organization’s activities, an understanding of how those activities relate to the mission and how the activities serve the community.
* A continuous planning process for determining how it will achieve its mission, and how much it will cost.
* The necessary resources to achieve the plan are available and/or can be acquired.
