Study to Examine Creation of Canadian Human Resources Council for Charitable Sector

Representatives from the charitable sector, including the Association of Fundraising Professionals (AFP), are examining the feasibility of creating a national human resources council to address human resources-related issues and encourage capacity in the sector.
The study grows out of the recommendations of the Voluntary Sector Initiative's Joint Capacity Table that identified human resources as a key issue for the sector. In addition, a series of reports by the Canadian Policy Research Networks in 2001 - 2003 about human resources issues and challenges in the sector further underscored the need for additional support in this area.
The project is being led by the Community Foundations of Canada and United Way of Canada - Centraide and funded by the federal government. An advisory committee is guiding the study and providing advice and counsel. Dianne Lister, LL.B., CFRE, chair of the Canada Council, is AFP's representative on the advisory committee.
A national human resources council for the sector would address a variety of issues, including training, policies, best practices and attracting talented employees. It would be comprised of representatives from the sector, employees, unions, educational institutions and other interested organizations.
The study is scheduled to begin in April 2004 with a series of discussions with a wide and diverse array of organizations in the sector to see what a human resources council could provide to the sector. An online survey designed to reach organizations across the country will be conducted later this year.
Based on the responses from the voluntary sector organizations, the Advisory Council will be providing its recommendations for further steps in January 2005.
